Changes Fox Metro Water Reclamation District trustees from appointed to elected positions beginning with the 2019 election.

Requires Fox Metro Water Reclamation District trustee nominations to be filed with the county clerk 106-113 days before the primary election.

Establishes Fox Metro Water Reclamation District trustee elections at consolidated elections with 5 elected members serving staggered 4-year terms.

Provides that 2 trustees shall be elected at the 2019 election and 3 trustees at the following consolidated election, with current board members continuing to serve out their remaining terms.

Fills vacancies on Fox Metro Water Reclamation District board through appointment by the board president with consent of board members until the next regular election.
