Requires the Department of the Lottery to offer a special instant scratch-off game beginning January 1, 2019 or as soon thereafter as practical, with net revenue dedicated to police memorials.

Net revenue from the police memorials scratch-off game shall be distributed equally among the Chicago Police Memorial Foundation Fund, the Police Memorial Committee Fund, and the Illinois State Police Memorial Fund.

Funds shall be used for grants to build and maintain memorials and parks, hold annual memorial commemorations, provide scholarships to children of officers killed or catastrophically injured in the line of duty, and provide financial assistance to police officers and families when officers are killed or injured in the line of duty.

Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses solely related to the scratch-off game.

Authorizes the Department to adopt rules necessary to implement and administer the game; funds are supplemental and shall not replace existing appropriated moneys for police memorial programs.
