Makes a technical change to Section 5 of the Illinois Educational Labor Relations Act by correcting redundant language in the opening clause describing creation of the Illinois Educational Labor Relations Board.

Board composition: Initially consists of 7 members (no more than 4 of same political party) until July 1, 2003, then reduces to 5 members (no more than 3 of same political party) appointed by the Governor with Senate consent.

Board members must be Illinois residents with minimum 5 years of experience in labor and employment relations representing educational employers or employees in collective bargaining matters.

Chairman compensation set at $50,000 per year or amount set by Compensation Review Board (whichever is greater); other members receive $45,000 per year or Compensation Review Board amount (whichever is greater).

Board must employ minimum of 8 attorneys and 5 investigators, and may appoint executive director, hearing officers, and other necessary staff to perform its functions.
