Amends the Illinois Educational Labor Relations Act by making a technical change to Section 3 concerning employee rights.

Removes redundant language by eliminating a duplicate use of the word "the" in the section describing lawful concerted activities for collective bargaining purposes.

Preserves educational employees' rights to organize, form, join employee organizations, and engage in collective bargaining through representatives of their choice.

Maintains employees' right to refrain from union activities except as provided in Section 11 of the Act.

Confirms that bargaining representatives remain the exclusive representative for negotiating wages, hours, and employment conditions while allowing individual employees to present grievances directly to employers.
