Amends the Illinois Educational Labor Relations Act (115 ILCS 5/1) by making a technical change to Section 1 concerning the Act's purpose and policy.

Removes one instance of the word "the" and retains another in the opening language of the policy statement regarding labor relations between educational employees and employers.

Reaffirms the state's public policy to promote orderly relationships between educational employees and their employers and to minimize unresolved disputes.

Establishes procedures for educational employees to organize and choose representatives, requires employers to negotiate and bargain with employee organizations, and provides for protection of rights for employees, employers, and the public.
