• Eliminates tuition waiver limitations by prohibiting the Board of Higher Education from capping the amount of tuition revenue that public universities may waive.

• Authorizes the Board of Higher Education and Illinois Community College Board to develop policies for awarding academic credit for military training toward community college associate degree requirements.
