Defines reverse transfer of credit as the transfer of academic credits earned at a State university to a community college to obtain an associate degree at the community college

Requires the Board of Higher Education and Illinois Community College Board to develop a reverse transfer policy beginning with the 2019-2020 academic year for students with at least 15 hours of community college credit and sufficient State university credit to meet associate degree requirements

Requires students to agree to transcript information exchange between institutions and submit an application and transcripts to the community college for associate degree consideration

Mandates community colleges notify applicants within 30 business days of receiving an application whether they qualify for an associate degree based on total earned credits

Requires the Board of Higher Education, Illinois Community College Board, and Midwestern Higher Education Compact's Multi-State Collaborative on Military Credit to adopt a policy for awarding academic credit for military training toward associate degrees
