Amends the Community-Law Enforcement Partnership for Deflection and Substance Use Disorder Treatment Act, contingent upon Senate Bills 2834 and 3023 becoming law.

Renames the Department of Human Services' division from "Alcoholism and Substance Abuse" to "Division of Substance Use Prevention and Recovery."

Requires the Illinois Criminal Justice Information Authority, police chiefs association, and DHS to develop minimum data collection standards for deflection programs within 6 months, including participant demographics, treatment referrals, and time to treatment engagement.

Mandates creation of a performance measurement system with key indicators such as treatment engagement rates at 30 days, with funded programs reporting quarterly to the Illinois Criminal Justice Information Authority.

Requires all statistical deflection program data to be shared with the DHS Division of Substance Use Prevention and Recovery for inclusion in criminal justice service planning efforts.
