SB2380 Summary

• Requires animal shelters and animal control facilities to scan stray dogs and cats for microchips within 24 hours of intake and contact chip purchasers (nonprofits, shelters, pet stores, breeders, veterinary offices) in addition to registered owners before adoption, transfer, or euthanization

• Expands foster home program to allow animal control facilities (in addition to animal shelters) to issue permits for up to 4 animals per foster home and clarifies that animal control facilities can participate in animal transfer agreements

• Mandates animal shelters and control facilities report annual intake and outcome statistics organized by source (surrendered, stray, impounded, confiscated, transferred) and disposition (adopted, euthanized, transferred, missing, etc.) to the Illinois Department of Agriculture

• Requires the Department of Agriculture to post all licensed facilities' names and reported statistics on its website by December 31, 2020 and annually thereafter without requirement to audit or validate submissions

• Broadens county animal control duties to include returning animals, adoptions, transfers to rescues, and other means of ensuring live outcomes for homeless dogs and cats not deemed dangerous or suffering irremediably
