Transfers authority over child death review teams from the Department Director to the Inspector General of the Department, with Executive Council having decision-making power in disagreements.

Requires the Department to provide child death review teams with all relevant records and information no later than 21 days prior to team meetings, including Department databases, police reports, and medical information.

Establishes a full-time Statewide Department Liaison position to attend all child death review team meetings, Executive meetings, and Executive Council meetings.

Expands discretionary review authority to include unfounded child death cases and requires Director to meet in person with Executive Council at least every 60 days to discuss recommendations and responses.

Adds positions for full-time Executive Director and support staff for the Executive Council, and modifies annual report distribution to county coroners, medical examiners, and State's Attorneys at the Executive Council's discretion.
