Amends Illinois Vehicle Code to create the "License to Work Act" addressing driver's license suspensions for unpaid fines and violations.

Establishes pre-suspension hearing rights for individuals facing license suspension due to 10 or more unpaid parking/standing violations, allowing determination of financial hardship and establishment of affordable payment plans.

Creates payment plan options for indigent individuals (at greater of $1 or 0.5% monthly income) and limited-income individuals (up to 5% monthly income), with plans continuing up to 60 months or until debt satisfied.

Rescues licenses previously suspended for fuel tax theft, mental disability claims, certain liquor violations, toll violations, and vehicle control offenses when proper documentation is provided.

Prohibits municipalities from suspending licenses of indigent individuals who maintain timely payments on court-ordered payment plans and requires 60 days' notice before collections enforcement.
