SB2429 Summary

• Requires the Illinois Department of Healthcare and Family Services to provide dental services to all eligible adults under the medical assistance program effective July 1, 2018.

• Establishes that dental services for adults include diagnostic, preventative, restorative, and corrective procedures for prevention and treatment of periodontal disease and dental caries disease, provided by licensed dentists or under their supervision.

• Sets minimum reimbursement rates for targeted dental services provided to adults at no less than the rates established for services provided to persons under age 18 under the existing Consent Decree in Memisovski v. Maram.

• Allows dentists volunteering services at no cost through enrolled not-for-profit health clinics to provide services without personally enrolling as participating providers in the medical assistance program, subject to federal approval.

• Requires MCOs to actively monitor contractual relationships with dental administrators, adopt dental HEDIS measures including Annual Dental Visit metrics, and collect information on care coordination between MCOs and dental administrators for populations like pregnant women and diabetic patients.
