Amends the Court of Claims Act to remove the $100,000 damages cap for tort cases involving the death of a resident at an Illinois Veterans Home operated by the Illinois Department of Veterans' Affairs.

The exemption from the $100,000 limit applies to cases pending or filed on or after the effective date of this amendatory act (100th General Assembly).

Maintains the existing $100,000 damages cap for all other tort cases against the State and various public institutions, with exceptions for cases involving state vehicle operations.
