IL SB2443

Amends the Drycleaner Environmental Response Trust Fund Act to prohibit sweeps, administrative charge-backs, or any other fiscal maneuver that transfers amounts from the Fund to other state funds.

Protects the Fund by establishing that notwithstanding any other law, no amounts may be transferred from the Drycleaner Environmental Response Trust Fund into any other fund of the State.

Maintains existing Fund provisions for use of moneys solely for Council purposes and remedial action of drycleaning solvent releases from drycleaning facilities.

Takes effect immediately upon becoming law.
