IL SB2450

Amends the Illinois Local Library Act to modify Section 4-15 regarding appropriations for library purposes within annual appropriation ordinances.

Allows remaining appropriation balances to be available for 90 days after the fiscal year closes for authorizing and paying obligations incurred before or during that 90-day period.

Permits transfers between appropriations of any amount for any purpose without affecting total appropriated funds, requiring a two-thirds vote of all trustees present and voting.

Authorizes boards to make appropriations exceeding those in the annual ordinance to meet immediate and unforeseen emergencies, also requiring a two-thirds vote of all trustees present and voting.

Takes effect upon becoming law.
