Amends the Sanitary District Act of 1936 to allow the Lakes Region Sanitary District to dissolve by entering into a dissolution agreement with Lake County, which would acquire all district assets and responsibilities.

Transfers statutory powers of the dissolved Lakes Region Sanitary District to the Lake County board, with Lake County required to notify the Illinois Environmental Protection Agency within 60 days of dissolution and provide a copy of the dissolution agreement.

Adds a special provision allowing Lake County to dissolve the Fox Lake Hills Sanitary District by county board resolution, provided there are no outstanding debts or the county has sufficient funds to cover them, with no impairment to federal or state permits or grants.

Modifies Section 35 to provide that remaining money from the Lakes Region Sanitary District after dissolution and debt payment goes to Lake County, rather than school district treasurers as with other sanitary districts.

Maintains that dissolution does not affect the validity of previously issued bonds or contracts, which must be discharged before any remaining funds are distributed.
