Adds Section 10-7.2 to the Illinois Drainage Code allowing Lake County Board to dissolve the Seavey Drainage District by resolution if the district has not imposed a levy for at least 10 years, has no outstanding debts, and has indeterminate physical boundaries.

Requires the Lake County Board to notify the Illinois Environmental Protection Agency within 60 days of dissolving the Seavey Drainage District and mandates dissolution occur no later than December 31, 2019.

Upon dissolution of the Seavey Drainage District, all drains, levees, and drainage works become assets for mutual benefit of formerly included lands, with municipalities and Lake County assuming powers previously held by the district.

Adds Section 33.1 to the Sanitary District Act allowing Lakes Region Sanitary District to dissolve through agreement with Lake County, which acquires all district assets and responsibilities.

Modifies Section 35 of the Sanitary District Act to direct remaining funds from Lakes Region Sanitary District dissolution to Lake County instead of school districts.
