Department of Children and Family Services must convene a multi-disciplinary workgroup by January 1, 2016 to review treatment programs for youth in state care who are victims of sex trafficking and recommend a continuum of care.

Workgroup must survey existing treatment program models in and outside Illinois, evaluate needs for new programs considering youth's additional mental health and medical needs, and review laws regarding secured therapeutic residential care.

Workgroup composition includes minimum of 10 members representing DCFS, child advocacy organizations, licensed clinicians, child psychiatrists, residential and foster care providers, youth advisory board, law enforcement, and independent agencies serving trafficking victims.

Department must provide workgroup with relevant records and information (with confidential details redacted) and submit findings and recommendations to General Assembly by January 1, 2017.

By March 1, 2017, Department must report to General Assembly on implementation of workgroup recommendations, and by July 1, 2019, enter into contracts or develop specialized placements including foster homes, group homes, and secure residential facilities for trafficked youth.
