• Amends the River Edge Redevelopment Zone Act to allow the Department of Commerce and Economic Opportunity to certify any area meeting the Act's qualifications as a River Edge Redevelopment Zone, effective on the bill's enactment date.

• Removes previous restrictions limiting certification to specific pilot zones in East St. Louis, Rockford, Aurora, Elgin, and Peoria during designated calendar years.

• Maintains existing provisions requiring zone certification to be signed by the Department Director, filed with the Secretary of State, and recorded with the county recorder of deeds.

• Requires municipalities with certified zones to submit a plan within 60 days for encouraging participation by minority persons, women, persons with disabilities, and veterans in the zone.

• Zones remain effective for no more than 30 calendar years and terminate at midnight on December 31 of the final year, unless modified or decertified under existing law.
