Any campaign, party, organization, or individual conducting vote by mail operations that sends applications for vote by mail ballots must also provide voters with a postage-paid return envelope addressed to the appropriate local election authority.

Removing, tampering with, or knowingly making the postmark on a vote by mail application unreadable creates a rebuttable presumption of a violation.

Election authorities must accept and promptly process vote by mail ballot applications submitted in substantially similar forms to the required format.
