Amends the Illinois Public Labor Relations Act to exclude the State Officials and Employee Ethics Act from provisions that allow the labor relations act to take precedence over other laws relating to wages, hours, and conditions of employment.

Adds a new section to the State Officials and Employees Ethics Act establishing that its provisions shall prevail and control in case of any conflict with other existing or future laws, including preemption statutes, executive orders, administrative regulations, collective bargaining agreements, or other agreements.

Creates a hierarchy where the State Officials and Employees Ethics Act takes precedence over the Illinois Public Labor Relations Act and other laws regarding employment matters, effective upon passage.
