Creates a 7-member advisory council within the Department of Insurance to review and make recommendations on continuing education courses, course materials, curriculum, and instructor credentials.

Advisory council composition includes one educational instructor with 5+ years of experience, three members recommended by statewide trade organizations, and three members representing domestic insurance companies.

Members serve 3-year staggered terms with a maximum of 3 consecutive terms, with four voting members constituting a quorum.

Amends Section 500-35 of the Illinois Insurance Code to specify that ethics instruction can be completed through "classroom or webinar" methods (in addition to other approved formats).

Effective upon becoming law.
