Amends the Illinois Vehicle Code by adding Section 3-407.5 to create a temporary permit for charitable non-profit organizations.

Permits charitable organizations exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code to apply for temporary permits to operate motor vehicles.

Allows the temporary permit to be used only for maintenance, repair, and operation of vehicles prior to donating them to low-income individuals.

Temporary permits issued under this section are valid for 90 days.

Act takes effect July 1, 2019.
