IL SB2543

Allows a mosquito abatement district to cease operations if a majority of its board of trustees votes to annex to a contiguous mosquito abatement district or consolidate into a coterminous municipality, township, or county.

Requires the governing authorities of the receiving governmental unit to approve acceptance of the district's functions by resolution before consolidation or annexation takes effect.

Transfers all assets, liabilities, property, debts, bonding authority, taxing authority, and responsibilities of the dissolved district to the receiving governmental unit on the effective date of consolidation or annexation.

Transfers all employees of the former district to the receiving governmental unit, preserving their status and rights under existing contracts, collective bargaining agreements, and pension or retirement plans.
