Amends the Children and Family Services Act to require the Department to increase reimbursement rates for foster parents and private agencies in State Fiscal Year 2019 to account for all cumulative general inflation from 2009-2018 as measured by the Consumer Price Index, minus any previously provided increases

Eligible services for increased reimbursement include residential services (child care institutions, group homes, independent living), specialized/adolescent/treatment foster care, traditional foster care, intact family services, teen parenting services, and other supportive service grants or contracts

Requires the Department to establish a rate model based on staffing and service expectations for specialized foster care and supportive services within 9 months of State Fiscal Year 2019

Beginning in State Fiscal Year 2020 and annually thereafter, mandates the Department implement the rate reimbursement methodology in Illinois Administrative Code 89 Ill. Adm. Code 356.5(f) and adjust all rates annually to account for general inflation as determined by the Consumer Price Index
