IL SB2550

Amends the Children and Family Services Act Section 17 concerning the Youth and Community Services Program with a technical change to replace "The" with "The" in the opening language.

Requires the Department of Human Services to develop a state program ensuring youth under age 19 who contact the child welfare or juvenile justice systems have access to community, prevention, diversion, emergency, and independent living services.

Defines "homeless youth" as those unable to be reunited with family and not in safe, stable living situations; permits (but does not require) the Department to serve homeless youth aged 18-19.

Establishes program goals including maintaining children in their communities, funding comprehensive integrated programs, eliminating service gaps, strengthening family relationships, and coordinating with other state agencies on education and employment.

Assigns the Department duties to design service delivery models, test alternative systems, develop statewide standards, provide technical assistance to local boards, and develop adoption awareness campaigns for pregnant teenagers.
