Amends the Children and Family Services Act Section 17a-4 concerning grants for community-based youth services by making a technical correction to remove duplicate language ("The" appears twice).

Department of Human Services shall award grants for planning, establishing, and operating programs to reduce youth involvement in child welfare or juvenile justice systems, including Unified Delinquency Intervention Services programs.

When appropriations for "comprehensive community-based service to youth" equal or exceed $5,000,000, the Department must allocate no more than 20% for new program development and innovation, and not less than 80% to community-based youth services programs based on youth population and demographics.

Local boards or service systems must certify they will provide a 10% local public or private financial or in-kind commitment to supplement state grants before receiving Department funds.

For-profit and not-for-profit entities providing medical or mental health services are eligible to participate in Department-funded programs, unless federal law restricts funding to not-for-profit entities only.
