IL SB2554

Removes non-medical exceptions to the prohibition on window tinting on windows immediately adjacent to each side of the driver.

Prohibits window tinting on driver-side windows unless the vehicle owner has a certified medical statement from a physician for conditions such as lupus, discoid lupus erythematosus, disseminated superficial actinic porokeratosis, or albinism.

Requires medical certification to be carried in the vehicle at all times and renewed every 4 years, with a copy submitted to the Secretary of State.

Establishes penalties for violations: first offense is a petty offense with $50-$500 fine; second or subsequent offense is a Class C misdemeanor with $100-$500 fine, plus requirement to make windows compliant.

Prohibits window tinting installers from applying medical exemption treatments unless the vehicle displays distinctive medical license plates or stickers at the time of installation.
