IL SB2561

Amends the Firearm Owners Identification Card Act to include pre-packaged explosive components under the requirement for a valid FOID card to acquire or possess them in Illinois.

Defines "pre-packaged explosive components" as a pre-packaged product containing 2 or more unmixed, commercially manufactured chemical substances that are not independently classified as explosives but which, when mixed or combined, result in an explosive material regulated by federal Bureau of Alcohol, Tobacco, Firearms, and Explosives.

Creates new criminal offense of unlawful sale or delivery of pre-packaged explosive components, making it a Class 4 felony to sell or transfer such components to persons disqualified under FOID laws or without verifying a valid FOID card.

Exempts certain persons from pre-packaged explosive component requirements including members of Armed Forces performing official duties, federally licensed manufacturers and dealers, contractors working on federal military contracts, and retail sales clerks.

Takes effect July 1, 2018.
