Circuit Court Chief Judges may opt out of requiring counsel at bail hearings by adopting a local court rule that eliminates the requirement for appointed public defenders or attorneys for defendants unable to obtain counsel at initial appearances.

Circuit Court Chief Judges may opt out of requiring bail rehearings for defendants in custody on Category B offenses due to inability to post monetary bail within 7 calendar days or at the next available court date, whichever is earlier.

Allows Chief Judges to decline implementation of both bail reform provisions through local court rule, effectively permitting counties to avoid these procedural requirements.

The Act takes effect immediately upon becoming law.
