Upon Governor's declaration of a disaster, waste haulers providing disaster assistance within the declared area are relieved from federal hours-of-service requirements (92 Ill. Adm. Code 395) for 14 days, with possible extension by the Department of Transportation upon request.

During a declared disaster, the Department of Transportation may issue special permits for waste hauler vehicles exceeding maximum axle and gross weight limits, provided the excess does not exceed 10% above statutory maximums or 10% above registered gross weight.

Local authorities may waive special permit requirements for waste hauler vehicles removing waste from declared disaster areas and may set divisible load weight limits up to 10% above registered gross weight, subject to the 10% maximum limit on axle and gross weight increases.

Amendments to the Illinois Vehicle Code establish conforming changes to permit provisions, including clarification that disaster assistance permits are excluded from certain registration violation provisions.

The Act takes effect immediately upon becoming law.
