Amends the Automatic Telephone Dialers Act to expand the definition of "recorded message" to include artificial or recorded communications that constitute advertisements or telemarketing, rather than limiting it to solicitations for goods or services.

Adds definitions for "telemarketing" (initiation of telephone calls to encourage purchase or rental of property, goods, or services) and "prior express written consent" (as defined in 47 CFR 64.1200(f)(8)).

Expands caller ID protections to prohibit autodialers from providing inaccurate caller ID information in violation of 47 U.S.C. 222(e) and Federal Communications Commission rules.

Modifies consent requirements for recorded messages by allowing exceptions for calls made by tax-exempt nonprofit organizations and health care messages made by covered entities or business associates under the Health Insurance Portability and Accountability Act of 1996.

Adds $500 per violation statutory damages available to consumers in private actions and to the Attorney General in enforcement actions, in addition to actual damages.
