Amends Section 2-123 of the Illinois Vehicle Code to reference fee schedules in Section 6-118 instead of listing specific dollar amounts for driver's record requests, allowing fees to be updated through administrative changes rather than legislative amendment.

Amends Section 6-118 to establish a $12 fee for driver's record requests or data contained therein, replacing the previous tiered fee structure that charged different amounts based on the request date.

Maintains existing protections for personally identifying information in driver and vehicle records, restricting disclosure to specific authorized purposes including government agencies, law enforcement, insurance companies, and licensed private investigators.

Allows the Secretary of State to provide vehicle and driver data to state and local governmental agencies at no fee if the information is used to transmit data back to the Secretary to maintain accurate driving records and traffic case dispositions, limited to once every 6 months.

Preserves existing provisions governing distribution of registration lists to sheriffs and police chiefs, title and registration searches, and access to driver records by authorized entities for legitimate purposes.
