Establishes abandonment definitions for solar facilities (12-month deconstructing timeline) and wind facilities (18-month timeline), with financial assurance mechanisms required to ensure proper deconstruction.

Requires commercial solar energy facility owners to submit deconstruction plans and financial assurance to counties prior to construction and provide landowners with agreement copies at least 30 days before construction starts.

Limits setback requirements for residential wind towers and renewable energy systems to 1.1 times the height of the system, restricting municipalities' home rule powers to impose more restrictive setbacks.
