IL SB2593

Requires townships in counties with less than 3,000,000 inhabitants to commission an independent cost study before submitting a proposition to abolish a road district.

Prohibits a township from submitting an abolishment proposition if the cost study determines the abolishment is not cost efficient.

Defines "independent entity" as a consulting firm with economics and local government finance experience that has no existing service agreements with the township or county.

Applies the same cost study requirement to road districts with less than 15 miles of roads under Section 6-135.

Takes effect January 1, 2019.
