• Adds fire pump testing contractors as a licensed category under the Fire Sprinkler Contractor Licensing Act, requiring separate licensure for businesses testing, repairing, or servicing fire pumps, jockey pumps, and associated equipment.

• Requires fire pump testing contractor licensees to keep certificates for factory certified pump testing personnel on file.

• Raises the inspection and testing standard for fire sprinkler systems from NICET Level II to NICET Level III certification beginning January 1, 2021, while allowing Level II certification through December 31, 2020.

• Permits fire pump testing to be performed by factory certified representatives trained by manufacturers, without requiring a designated certified person position that fire sprinkler contractors must maintain.

• Allows existing businesses with a responsible managing employee to operate without a designated certified person for up to 5 years from their most recent license renewal, but prohibits new responsible managing employee licenses after the bill's effective date.
