SB2603 - Music Therapy Licensing and Practice Act

• Establishes licensure of music therapists by the Department of Financial and Professional Regulation, requiring applicants to hold a bachelor's degree in music therapy from an accredited program approved by the American Music Therapy Association and complete at least 1,200 hours of clinical training (180 hours pre-internship, 900 hours internship).

• Creates a 5-member Music Therapy Advisory Committee appointed by the Secretary to advise on licensure, education, continuing education requirements, and to provide analysis of disciplinary actions and license revocations.

• Requires music therapists to collaborate with other health professionals when providing services for speech/language disorders, medical conditions, developmental issues, or mental health conditions.

• Establishes grounds for discipline including negligence, fraud, misrepresentation, failure to maintain confidentiality, dishonorable conduct, drug/alcohol addiction, and failure to maintain board certification; violations punishable by fines up to $10,000.

• Requires biennial license renewal with proof of maintained board certification and completion of minimum 40 hours of continuing education; preempts home rule authority over music therapist regulation.
