Adds new subsection (l-5) to Section 14-110 allowing State policemen to establish up to 5 years of eligible creditable service for full-time law enforcement work with federal, state, or local governments outside Illinois, subject to a 12-year total limit on service credit purchases.

Requires applicants to file written application with the Board and pay employee contributions based on salary at first day as alternative formula employee, plus employer normal cost of benefits, plus regular interest from date of service to payment date.

Modifies Section 14-152.1 definition of "new benefit increase" to exclude benefit changes made by Public Act 100-23 or this amendatory Act of the 100th General Assembly from the automatic 5-year expiration requirement.

Maintains existing alternative retirement annuity provisions for public employees with 20+ years service at age 55, or 25+ years at age 50, with different accrual rates for covered and noncovered employees.
