Mandates courts hold hearings within 7 days and use clear and convincing evidence standard to find that recipient has serious mental illness, lacks decision-making capacity, and that benefits outweigh harms before approving treatment.

Limits initial court orders to 90 days, with subsequent 90-day periods available for a second authorization and 180-day periods thereafter without limit.

Permits treatment administration under existing power of attorney for health care or mental health treatment declarations even over recipient objection unless the recipient has revoked those documents.
