Eliminates the prohibition on concealed firearm carry in public parks, athletic areas, and athletic facilities under control of municipalities or park districts by striking Section 65(a)(13).

Preserves prohibitions on concealed carry in 22 other locations including schools, courthouses, hospitals, airports, stadiums, universities, and public libraries.

Allows licensees to carry concealed firearms in vehicles in parking areas of prohibited locations and to briefly access immediate vehicle surroundings for storing or retrieving firearms.

Permits licensees to travel along public rights of way that cross or touch prohibited premises while carrying concealed firearms, provided the firearm is carried in compliance with state law.

Maintains prohibition on firearm storage in vehicles at nuclear facilities and federal firearms-prohibited areas under all circumstances.
