Lowers the age for applying for a Firearm Owner's Identification Card without parental consent from 21 years to 18 years of age.

Requires applicants 18 years or older seeking a religious exemption to the photograph requirement to provide an approved copy of IRS Form 4029.

Maintains parental consent requirement for applicants under 18 years old, with additional requirement that parents file an affidavit confirming they are not prohibited from possessing firearms.

Adds requirement that applicants under 21 years old have never been convicted of a misdemeanor (other than traffic offenses) or adjudged delinquent.
