Allows retiring Conservation Police Officers to purchase their previously issued service firearm at replacement value (rather than fair market value) if they hold a valid Firearm Owner's Identification Card, and their issued police badge.

Allows retiring State Police officers to purchase their previously issued service firearm at replacement value and their issued police badge if they are honorably retiring or separating in good standing and hold a valid Firearm Owner's Identification Card.

Allows retiring Secretary of State Department of Police officers, inspectors, and investigators to purchase their previously issued service firearm at replacement value and their issued badge under the same conditions.

Allows State Fire Marshal Arson Investigator Special Agents who are honorably retiring or separating in good standing to purchase their previously issued badge and service firearm at replacement value, with funds deposited into the Fire Prevention Fund.

Amends the State Property Control Act to exempt these firearm and badge disposals from standard state property disposition requirements.
