Amends the Illinois Administrative Procedure Act to allow service of hearing notices and decisions by email in addition to personal service and certified or registered mail.

Agencies may require attorneys to provide email addresses for service of documents related to contested case hearings, and parties represented by attorneys may provide their attorney's email address instead.

Agencies may require email service consent as a condition of licensure, permitting, or regulation, provided they verify email addresses annually and allow updates when addresses change.

Agencies may request, but not require, unrepresented parties to voluntarily consent to email service, with options to designate up to two secondary email addresses.

Prohibits email service for documents containing sensitive information including Social Security numbers, driver's license numbers, financial account numbers, credit or debit card numbers, trade secrets, or information about minors; email service is deemed complete on the day of transmission.
