IL SB2657

Amends the Consumer Fraud and Deceptive Business Practices Act by adding Section 2VVV to address violations of merchant agreements with credit card service providers.

Defines "merchant" as a person who deals in goods or services and holds themselves out as having relevant knowledge or skill in the transaction.

Defines "merchant agreement" as a contract between a merchant and credit card service provider that establishes rules for payment card acceptance, authorization, processing, and settlement.

Makes it an unlawful practice for any person to violate a merchant agreement with a credit card service provider.

Specifically prohibits applying surcharges to debit card, credit card, or prepaid card purchases when such surcharges are banned by the merchant agreement.
