Establishes a system of educator licensure in Illinois with three license types: Professional Educator License, Professional Educator License with Stipulations, and Substitute Teaching License, effective before July 1, 2013.

Professional Educator Licenses are valid for 5 years and require completion of an approved educator preparation program, passing required tests, and coursework in exceptional child psychology and reading instruction.

Educator Licenses with Stipulations include multiple endorsements such as provisional educator, alternative provisional educator, career and technical educator, transitional bilingual educator, and paraprofessional educator, each with specific requirements and validity periods.

Service members and spouses of service members may obtain a Professional Educator License with Stipulations and provisional educator endorsement with a 3-year validity period if they hold a valid teaching certificate from another state and meet Illinois qualifications.

Substitute Teaching Licenses are valid for 5 years and require a bachelor's degree; substitute teachers may teach up to 90 school days for any one licensed teacher per school year, with exceptions for emergency situations and Article 34 school districts.
