Creates a Task Force on State Contracting with Private Nonprofit Human Service Providers to study and improve the contracting relationship between state departments and private nonprofit human service providers.

Task Force shall review and collect data on service system planning, contract negotiation, reimbursement rate methodologies, service monitoring, business processes, and timely payment procedures.

Task Force membership consists of 26 appointed members (7 by Senate President, 6 by Senate Minority Leader, 7 by House Speaker, 6 by House Minority Leader) plus ex officio members from state agencies including Directors of Children and Family Services, Healthcare and Family Services, and Human Services, plus 2-3 members representing research and analytics organizations.

Task Force shall submit a preliminary report by October 1, 2019, and a final report with recommendations and proposed legislation by January 1, 2020 to the General Assembly, Governor, and Auditor General.

Task Force is dissolved on January 1, 2021, and the Act is repealed on the same date.
