• Changes minimum age requirement from 16 to 18 years old for obtaining State Migratory Waterfowl Stamps, State Habitat Stamps, and for trapping or selling fur-bearing mammal hides.

• Combines separate Youth Hunting License and Youth Trapping License into a single Youth Hunting and Trapping License costing $7, renewable annually and expiring March 31.

• Allows youth under 18 with a Youth Hunting and Trapping License to hunt or trap while supervised by an adult age 21 or older with a valid Illinois hunting or trapping license.

• Exempts youth from supervision requirements if they possess a valid hunter safety or trapper safety course certificate of competency approved by the Department.

• Adds new definition of "Youth" as a person under 18 years of age to the Wildlife Code.
