Amends the Firearm Owners Identification Card Act to allow the Department of State Police to develop a system enabling cardholders to display an electronic version of their FOID card on a mobile device or portable electronic device.

Electronic FOID cards must contain security features to ensure accuracy and currency, and displaying a valid electronic version satisfies all legal requirements for possessing a physical FOID card.

Possession or display of an electronic FOID card on a mobile device does not constitute consent for law enforcement to access other contents of that device.

Amends the Firearm Concealed Carry Act to similarly authorize the Department of State Police to develop a system for displaying electronic versions of concealed carry licenses on mobile or portable electronic devices, with the same security features and legal equivalency as physical licenses.

Electronic concealed carry licenses also do not constitute consent for law enforcement to access other device contents.
