Amends the Personnel Code Section 11 to extend the Commission's deadline for rendering disciplinary decisions from 60 days to an additional 60 days when the matter is remanded for additional evidence or argument.

If a disciplinary decision is not rendered within the 60-day deadline (or within 60 days after remand), the suspended employee is automatically reinstated with full compensation for the suspension period.

Allows the Civil Service Commission to suspend an employee for disciplinary purposes for up to 90 days pending investigation, not exceeding 120 days total from the suspension date.

Preserves the authority to suspend employees for up to 30 days in any 12-month period without requiring a hearing or written charges.

Creates exceptions for arbitrators of the Illinois Workers' Compensation Commission and policy-making officers of State agencies, who may be removed under separate statutory procedures.
