IL SB2727

Establishes Emergency Telephone System Board requirements with minimum 5 members including at least one public resident member and at least 3 representatives from 9-1-1 public safety agencies (police, fire, emergency medical services).

Permits 2 or more municipalities or counties to establish a Joint Emergency Telephone System Board through intergovernmental agreement instead of individual boards.

Requires appointed board members in counties with population of 100,000 or less to serve staggered 3-year terms, with terms expiring January 1, 2015, 2016, and 2017.

Starting January 1, 2016, prohibits creation of single Emergency Telephone System Boards; only Joint Emergency Telephone System Boards may be established, and existing single boards must be eliminated upon joining a joint board.

Requires corporate authorities operating a 9-1-1 system without a board (except municipalities over 500,000 population) to create or join a Joint Emergency Telephone System Board within one year of the 100th General Assembly effective date.
